Market size and growth
UK OOH revenue hit £1.44bn in 2025, up 2.6% year-on-year and the highest annual total on record (Outsmart). Growth accelerated through the year: 1.2% in the first half, 3.8% in the second, with Q4 alone worth £404.8m.
For context, total UK advertising spend grew 6.4% to £46.7bn in 2025 per the AA/WARC Expenditure Report (via Digital Signage Pulse), which logs OOH slightly lower than Outsmart does (£1,426.3m, +2.3%). Measurement bodies differ by a percentage point; the shape doesn't. OOH is growing steadily while the fastest growth happens in retail media (+17.5%) and social (+21.0%).
Zooming out further: 3.5 million of the UK's 5.5 million businesses rely on advertising services, spending an estimated £66.6bn in 2024 (Advertising Association, Advertising Pays 2025).
Digital out-of-home
Digital formats took 67% of UK OOH revenue in 2025 (69% in Q4), with DOOH revenue up 3.2% year-on-year against 1.3% for classic paper-and-paste (Outsmart). The screens went digital some time ago; the revenue has now followed.
How many digital screens are there? The most-cited public figure is roughly 27,000 digital OOH screens in the UK, attributed to AA/WARC data from around 2022-23 (via Wildstone). That number is several years old and nobody publishes a fresher one, so treat it as a floor: JCDecaux alone installed its 1,000th UK digital screen in 2025, its biggest year of screen investment, including 500+ in London.
Reach and attention
Out-of-home reaches 98% of the UK population every week (Route, the industry's audience measurement body, cited by Outsmart). Almost nobody opts out of leaving the house.
On attention, Lumen Research and Ocean Outdoor's 2025 eye-tracking study, The Attention Dividend, found premium large-format digital OOH holds 3.9 seconds of average view time, three times standard OOH, and attracts five times more attention than online digital formats. An impression on a screen in the street and an impression in a feed are priced as the same word. They are not the same event.
Effectiveness
Talon's cross-channel benchmarks (OnDevice Research methodology) put classic OOH at +8% average uplift in unprompted brand awareness and +10.3% in brand trust, with programmatic OOH delivering +4% brand preference and +5% purchase intent, ahead of comparable digital and social benchmarks in the same dataset.
Out-of-home also feeds the online funnel rather than competing with it. The industry's joint Point of Search study (JCDecaux, Clear Channel, Global and Posterscope) found mobile searches made while out of home are 38% more likely to lead to a purchase than searches made at home, and 62% of people are encouraged to search when an OOH ad includes a location call-out. Separately, Outsmart cites Rapport's finding that OOH boosts search results by 129%. Caveat on this cluster: these are industry-commissioned studies. Directionally consistent, but the industry did pay for the good news.
How billboards are bought (and how fast)
The buying process is where the UK market splits in two.
Programmatic DOOH remains small: about $1.4bn globally in 2025, roughly 7% of all DOOH spend (WOO/PwC via Invidis). That figure is self-reported by participating SSPs and PwC explicitly has not verified it, a caveat we unpack here. UK marketers expect it to grow fast, forecasting a 41% increase in programmatic DOOH spend over the next 18 months (VIOOH research via ExchangeWire).
Traditional bookings run on lead times of roughly 2 to 4 weeks, a vendor-sourced range no independent study audits, because none exists.
Our own numbers (FameCake platform data, labelled as promised): across 727 paid bookings over 60 days, the median time from payment to the ad appearing on a physical screen was 72 seconds, with 90% on screen within five minutes. Re-measured across 90 days and 1,890 bookings in July 2026, the distribution held: the median new customer goes from creating an account to being on a screen in about five minutes, and 95% are on screen within 24 minutes of paying. - Average Google Ads cost-per-click rose 12.9% year-on-year to $5.26 across ~16,000 campaigns, April 2024 to March 2025 (WordStream/LocaliQ; global dataset, US-weighted).
- Instagram organic reach fell 12% year-on-year, with a typical post reaching 3 to 4% of followers (Sprout Social 2025, using Socialinsider data; global, not UK-specific).
